Republic of Vietnam Civil Actions Medal, First Class, a South Vietnamese military decoration established on 12 May 1964 to recognise outstanding achievements in civil affairs during the Vietnam War. The award was presented to members of the Republic of Vietnam Armed Forces and eligible allied military personnel whose service contributed to civilian welfare, community development and relations between military forces and the local population. The First Class was intended for commissioned officers, while the Second Class was awarded to non-commissioned officers and enlisted personnel. The medal reflects the civil affairs element of the South Vietnamese war effort and the wider programme of cooperation between military forces and Vietnamese communities.
The medal features an eight-pointed gold-coloured star with alternating smooth and lined rays. At its centre is a circular medallion depicting a soldier, a child and a farmer holding a shovel, symbolising military assistance, civilian welfare and agricultural development. A white enamel band surrounds the central scene and bears the Vietnamese inscription “DÂN-VỤ BỘI-TINH”, meaning Civil Actions Medal. The reverse is generally plain. The First Class ribbon is dark green with red stripes, including two narrow red stripes near the centre that distinguish it from the Second Class version. Additional awards could be indicated by devices representing the level of recognition. This decoration is of interest to collectors of Republic of Vietnam military medals, South Vietnamese insignia and Vietnam War-era allied awards.
